Ageing, Health & Envoirnment: Partnerships for Excellence ...

The Department of Nursing, Midwifery and Health Studies officially launched an MSc. Degree in Ageing, Health and Environment at our Ageing, Health and Environment: Partnerships for Excellence Conference in May. The programme was developed in collaboration with the Netwell Reseach Centre and School of Business and Humanities in Dundalk Institute of Technology and older person service providers in the North East region.

The programme philosophy stems from the beliefs that ageing is a positive life event and that older people benefit when communities and older people services are designed to be age friendly. Older people are affected in may ways by how and where they live. Their ability to participate in the social, economic and cultural life of a community or residential care setting and their physical and psychological health and well being are determined by the environment in which they live. The programme aims, through eclectic teaching and learning methods and work-based learning, to develop and enhance the students knowledge and skills in working with older people. Specifically, the programme aims to develop reflective, knowledgeable and critically thinking professionals who will use a person-centered approach to practice and act as positive change agents in older person care in community and residential care settings. The focus on a practice innovation project for the Masters programme affords the opportunity for students to identify a real issue in their work environment and using skills obtained in the programme to develop an innovation with the potential to elicit change.

Applications are now sought from healthcare professionals and individuals who are involved in the delivery, management and/or planning of services for older people. Syria violence reaches new heights with discovery of 13 corpses on heels of Houla massacre

BEIRUT - Thirteen bound corpses, many apparently shot execution-style, have been discovered in eastern Syria just days after the massacre of more than 100 people provoked international outrage and the co-ordinated expulsion of Syrian diplomats from world capitals.

The latest killings happened in Deir el-Zour province, where the bodies were found late Tuesday blindfolded with their hands tied behind their backs, U.N. observers said Wednesday. A statement by the U.N. mission said some appeared to have been shot in the head at close range.

A video posted online by activists showed the men lying face down, pools of dried blood under their heads.

The head of the U.N. observer team, Maj. Gen. Robert Mood, said he was "deeply disturbed by this appalling and inexcusable act."

The fresh killings underline violence that seems to be spiraling out of control as the uprising against President Bashar Assad that began in March 2011 has morphed into an armed insurgency. Activists say as many as 13,000 people have been killed since the revolt began.

In the wake of last weekend's massacre in Houla, in which nearly half of the 108 dead were children, the United States and Western nations expelled Syrian diplomats in protest ? a move Syria's state-run media denounced Wednesday as "unprecedented hysteria."

The massacre drew continued harsh criticism Wednesday, even from Syria's closest ally Iran, with Iranian President Mahmoud Ahmadinejad saying that anyone responsible for the killings should be punished. "I'm not excluding anyone from this responsibility," Ahmadinejad told France 24 TV station.

U.N. investigators and survivors have blamed pro-regime gunmen for at least some of the carnage in Houla, a collection of poor farming villages in central Homs province, saying men in civilian clothes gunned down people in the streets and stabbed women and children in their homes. The Syrian government denied its troops were behind the killings and blamed "armed terrorists."

Damascus had said it would conclude its own investigation into the Houla deaths by Wednesday but it was not clear if the findings would be made public. The U.N.'s top human rights body planned to hold a special session Friday to address the massacre.

Meanwhile, violence continued unabated. Syrian forces bombarded rebel-held areas and clashed with army defectors in Homs province, killing at least eight people, activists said.

The United States, Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria ordered top Syrian diplomats to leave on Tuesday.

On Wednesday, Turkey, Syria's neighbour and a former close ally, joined the co-ordinated diplomatic action, saying it ordered the Syrian charge d'affaires and other diplomats at the Syrian Embassy in Ankara to leave the country within 72 hours. The consulate in Istanbul will remain open for consular duties only.

Among the most outspoken critics of the Assad regime, Turkey closed its embassy in Damascus in March and withdrew the ambassador. Its consulate in Aleppo remains open, but the Foreign Ministry said it reduced the number of its personnel there on Wednesday.

Turkey's Prime Minister Recep Tayyip Erdogan also said new unspecified sanctions might be imposed against Syria in the coming days. The world "cannot remain silent in the face of such a situation," he said.

Japan also ordered the Syrian ambassador in Tokyo to leave the country because of concerns about violence against civilians. Japan's foreign minister, Koichiro Genba, said his country was not, however, breaking off diplomatic ties with Syria.

The Obama administration added new sanctions on a Syrian bank Wednesday as a top White House official said the U.S. wants to economically throttle Assad's regime and cut off salaries of pro-government thugs blamed for the grisly massacre in Houla.

The U.S. Treasury Department said the Syria International Islamic Bank has been acting as a front for other Syrian financial institutions seeking to circumvent sanctions. The new penalties will prohibit the bank from engaging in transactions in the U.S. and will freeze any assets under U.S. jurisdiction.

"We are strangling the regime economically," White House deputy national security adviser Denis McDonough said.

The international community has been grappling with ways to quell the deadly violence and spur a political transition. The U.S. and Western countries are loathe to use military intervention similar to last year's campaign in Libya to oust Moammar Gadhafi, fearing a backlash.

The White House said this week that such an assault risks leading to "greater chaos, greater carnage."

But for now, Syria can still count on the support of its allies China and Russia, which on Wednesday criticized the diplomatic moves.

"The banishment of Syrian ambassadors from the capitals of leading Western states seems to us to be a counterproductive step," Russian Foreign Ministry spokesman Alexander Lukashevich said. He said the move closes "important channels" to influence Syria.

U.N. special envoy Kofi Annan met with Assad on Tuesday in Damascus to try to salvage what was left of his peace plan, which since being brokered six weeks ago has failed to stop any of the violence on the ground.

Tensions have escalated as more information emerges about the May 25 killings in Houla.

The U.N.'s human rights office said most of the victims were shot execution-style at close range, with fewer than 20 people cut down by regime shelling.

The U.N. Security Council met behind closed doors Wednesday to hear briefings from Annan's deputy Jean-Marie Guehenno and U.N. peacekeeping chief Herve Ladsous.

U.S. Ambassador Susan Rice warned that a failure of Annan's peace plan could create a spreading conflict that creates "a major crisis" not only in Syria but also region-wide.

"And members of this council and members of the international community are left with the option only of considering whether they are prepared to take actions outside of the Annan plan and the authority of this council," she told reporters.

Foreclosures Fall To 5-Year Low | Kris Anderson Real Estate Blog

Foreclosures filings fell 5 percent between March and April of this year, and by 11 percent as compared to one year ago. The data comes from RealtyTrac. The foreclosure-tracking firm tallied fewer than 189,000 foreclosure-related actions last month ? the fewest number since July 2007.

All three showed improvement in April :

  • Scheduled Auctions were down 4% from March 2012
  • Bank Repossessions were down 7% from March 2012

Furthermore, April?s bank repossessions figure is notable. With just 51,415 homes reclaimed by banks, last month?s total represents a 26 percent drop from April 2011, and is the 18th consecutive month during which bank repossessions fell. This figure suggests that banks are seeking alternatives to foreclosure, including loan modifications and short sales, when appropriate.

Indeed, the National Association of REALTORS? reports that 11 percent of April?s?home resales were short sales.

Plenty of teams said ?no? to Hard Knocks, for various reasons.? The Dolphins agreed to do it.

On Tuesday, coach Joe Philbin discussed the situation, calling it a ?football decision.?

Seriously.

?We?re excited that NFL Films and HBO has chosen the Miami Dolphins to appear on Hard Knocks,? Philbin said, via the video box on the right rail of the site.? ?I want you to know a couple things about the decision.? Number one, it was a football decision.? It was made by the football operations staff.? Our owner, [Stephen Ross], supported our decision but in no way, shape, or form forced us to make this decision.?

Many will believe otherwise, especially since G.M. Jeff Ireland grew up in the Bill Parcells school of ultra-secrecy.

But as the Dolphins struggle to generate interest in the team via conventional means (you know, by winning more games than they lose), the team has to do something to get people sufficiently engaged to buy tickets to the games.? Thus, the Dolphins are now more available to the media ? and they?ll be even more available once the NFL Films cameras and microphones show up.

To the extent that the appearance arises from a football decision, Philbin didn?t really articulate a football reason.? He said the that show will ?showcase our players? and provide a ?great opportunity for us to communicate with our fans.?? While those concerns reflect prudent business reasons, there?s no obvious basis for the move, from a football standpoint.

In contrast, Vince Lombardi liked having NFL Films camera crews around because it made his players work harder.? If that?s the basis for the ?football decision,? why not say so?

And so the Dolphins will deny that the move was driven by dollars and cents, and the rest of us won?t believe them.? But at least we finally know who the team will be, even if the end result likely will be far less compelling than if the Jets, Saints, Broncos, Colts, or Redskins had done it.

Edible stop signs? A few red chips in the stack cut snacking in half

ScienceDaily (May 28, 2012) ? Once you pop the top of a tube of potato chips, it can be hard to stop munching its contents. But Cornell researchers may have found a novel way to help: Add edible serving size markers that act as subconscious stop signs.

As part of an experiment carried out on two groups of college students (98 students total) while they were watching video clips in class, researchers from Cornell's Food and Brand Lab served tubes of Lays Stackables, some of which contained chips dyed red.

In the first study of the research, which is published online this month in Health Psychology, a journal of the American Psychological Association, the red chips were interspersed at intervals designating one suggested serving size (seven chips) or two serving sizes (14 chips); in the second study, this was changed to five and 10 chips.

Unaware of why some of the chips were red, the students who were served those tubes of chips nonetheless consumed about 50 percent less than their peers: 20 and 24 chips on average for the seven-chip and 14-chip segmented tubes, respectively, compared with 45 chips in the control group; 14 and 16 chips for the five-chip and 10-chip segmented tubes, compared with 35 chips in the control group.

They were also better able to estimate how many chips they had eaten. Those in the control groups underestimated the amount of chips they had consumed by about 13 chips. Those in the "segmented" groups were able to guess within one chip.

"People generally eat what is put in front of them if it is palatable," said Brian Wansink, Cornell Food and Brand Lab director. "An increasing amount of research suggests that some people use visual indication -- such as a clean plate or bottom of a bowl -- to tell them when to stop eating."

"By inserting visual markers in a snack food package, we may be helping them to monitor how much they are eating and interrupt their semiautomated eating habits," he added.

Wansink, the John Dyson Professor of Consumer Behavior and author of the best-seller "Mindless Eating: Why We Eat More Than We Think," carried out the study with psychologists Andrew Geier of Yale University and Paul Rozin of the University of Pennsylvania.

"The effect demonstrated and replicated in these studies stands as perhaps the largest practicable procedure to decrease food intake in the literature," Wansink said. "Marking modest portion sizes promises to be an effective strategy in the attempt to reduce food intake and obesity."

He noted that the experiment reduced caloric intake among participants by about 250 calories.

"Very modest reductions in intake produced by environmental changes can, when cumulated, lead to substantial weight loss," Wansink said. "These studies could have major public health significance."

Wansink said further studies are needed among larger, more diverse groups to determine in what context segmentation cues work, exactly why they work and whether people will compensate for the reduction in food intake by eating more later.

Weather chief quits after misappropriation probe

Updated at 12:49.m. ET Monday: The director of the National Weather Service has stepped down after an internal investigation concluded that the federal agency misappropriated millions in taxpayer dollars.

Jack Hayes retired on Friday, a day after the head of the weather service?s parent agency, the National Oceanic and Atmospheric Administration, issued a memo spelling out the results of an investigation into allegations of mismanagement of funds.


This follows on the heels of a separate external investigation into NOAA that says the administration misappropriated $43.8 million by giving bonuses and extensions to contractors without proper justification.

In the weather service inquiry, the memo by NOAA Administrator Jane Lubchenco said investigators found evidence that weather service employees at its headquarters inappropriately ?reprogrammed? funds in 2010 and 2011 by moving millions of dollars in program accounts and redirecting them to 122 weather service offices across the country.

According to the memo:

?The Investigative Team found that NWS employees engaged in the reprogramming of NWS funds without Congressional notification during the years in question. These actions may be a violation of the Anti-Deficiency Act. The Team also found failure of management and oversight by NWS leadership. In addition, the Team found significant problems with budget and financial controls at the National Weather Service and that Departmental financial and management controls were ineffective at detecting or preventing this inappropriate reprogramming.

Importantly, the Team did not find any evidence that any NWS employee committed fraud or received personal financial gain through their actions. This fact does not excuse, or reduce the seriousness of the employees? actions.?

NOAA announced on Friday that Hayes was retiring and that Laura Furgione has been named acting assistant administrator of the weather service.

The investigative report recommends that weather offices be fully funded, that supervisory structure of NWS be restructured to provide additional oversight, and that the budget process be reformed to allow staff to raise substantive concerns about prioritization and long-term planning.

?The deeply troubling revelation that senior staff at the National Weather Service, which provides indispensable storm and weather forecasting, have been conducting improper and potentially illegal transfers of taxpayers? money is unacceptable,? Sen. Olympia Snowe, the ranking member of Oceans, Atmosphere, Fisheries and Coast Guard subcommittee, said in a statement Friday.

?I am further alarmed that the investigative report raises fundamental concerns that the core operations of the National Weather Service are underfunded, and that the current process in the Department of Commerce is broken, as it ?did not encourage questioning or provide independent channels for reporting dubious budget decisions,?? Snowe stated.

NOAA spokesman Scott Smullen said in a statement:

?NOAA and department leadership will continue to work with the Inspector General?s office and members of Congress to ensure that processes are put in place to restore proper oversight, that funds are properly reprogrammed, and that all individuals responsible for these unauthorized transactions are held accountable.

?In addition, Commerce leadership is initiating department-wide actions to bring more rigor and transparency to the budget formulation and execution process at the sub-bureau level, as well as provide more training to managers on how to address complaints in a timely and appropriate manner."

Separately, an Office of the Inspector General report released May 18 said NOAA paid nearly $44 million in award fees or contract extensions without proper justification.

NOAA officials could not, for example, provide written explanation for why they paid $303,000 in awards on a $10 million contract to upgrade personnel and equipment for a satellite operations control center, the report says.

An $80 million contract for the National Weather Service's river, flood and drough forecasting?specified that the contract had to be evaluated annually. But the board assigned to evauate the contract never met, the report says, nor had a chairperson been assigned.

Even so, auditors found that the contract was renewed five times to the tune of $40 million.

Of the nine contractors, NOAA gave eight high ratings, which allowed contractors to reap "substantial award fees," the report say As a result, auditors concluded that NOAA's pay system "provided little incentive for contractors to excel in executingtheir contracts."

After Short Season, NBA Playoffs Begin In Earnest

After a compressed National Basketball season due to a labor lockout, the playoffs have been full of exciting basketball. Robert Siegel talks with sportswriter Stefan Fatsis about the NBA conference semifinal matchups.

There are no games scheduled tonight in the National Basketball Association playoffs, which is certainly a blessing for tired players, and it might be tired fans, too. The Miami Heat, the San Antonio Spurs and the Oklahoma City Thunder have all advanced to the two conference finals. The Boston Celtics and the Philadelphia 76ers meet tomorrow to determine the last NBA semifinalist. And sports writer Stefan Fatsis joins us now, as he does most Fridays. Hi, Stefan.

STEFAN FATSIS, BYLINE: Hey, Robert.

SIEGEL: The playoffs follow what was a condensed regular season that didn't begin until Christmas because of a labor lockout. I know this isn't a front-burner story anymore, but is it fair to say that playing on short turnaround so much probably led to some pretty big injuries that influenced the season?

FATSIS: You know, I'm not convinced that that's the case. I'm sure there are players that were banged up, and you're banged up no matter how long the NBA season or how compressed it is. But to sort of pin the long season for Derek Rose of the Chicago Bulls, for instance, his blown-out ACL in the first round of the playoffs, I don't think is fair.

What we're seeing now, though, is some pretty good basketball. I think a lot of people were worried that the season would require an asterisk, or as Bill Simmons of ESPN wrote, a footnote at least. But so far, there have been compelling storylines, mostly competitive and entertaining playoff series and at least three championship-worthy teams still standing. There are no flukes.

SIEGEL: One of those competitive series ended last night with Miami eliminating the Indiana Pacers in six games. Which do you think is the case, Stefan, the Heat shouldn't have taken six games to eliminate Indiana, or the Heat are right where they should be...

Which do you think is the case, Stefan - the Heat shouldn't have taken six games to eliminate Indiana or the Heat are right where they should be and they may yet be real competition for Boston or Philadelphia?

FATSIS: You know, I think the Heat are right where they should be, and we saw that in the last three games. And after the first three games of that series, people were writing Miami's obituary, quite gleefully given LeBron's past failures in the playoffs. Indiana was up two games to one. Chris Bosh of the Heat went down with an injury. Dwyane Wade had a terrible game. And then, oh my goodness, in the last three games of the series, Wade and James averaged 33 points apiece per game. They tore apart a tough Indiana team - acrobatic dunks, impossible passes. And not to give the other series short shrift, but it's hard to see how an aging and gimpy Celtics team or a spunky but undermatched 76ers teams can stop Miami from getting back to the finals.

SIEGEL: Of course, one view of these playoffs is that it hardly matters who wins in the East, the two Western Conference teams, San Antonio and Oklahoma City, really look great. Would either Western team be the favorite of the finals, do you think?

FATSIS: You know, against the Heat I don't think so. But you cannot deny that the Spurs and Thunder have been fantastic. San Antonio took out the Los Angeles Clippers, who were looking pretty entertaining; Oklahoma City took out the Los Angeles Lakers and Kobe Bryant in five games. San Antonio is winning by an average of almost 14 points per game, Oklahoma City by eight points. The advanced metrics reflect even more dominance by these two teams.

SIEGEL: And there's a great contrast in the Western series now. San Antonio has the seasoned veteran Tim Duncan - it's a fairly old team. And on the other hand, Oklahoma City, a great young team.

FATSIS: Yeah. Let's look at Duncan, though. Thirty-six years old, he's looking great. And the reason is that Gregg Popovich, the coach of the Spurs, has found a way over the last few years to minimize Duncan's minutes on the court but maintain the fact that this offense runs completely through him. This team is on fire. They've won 18 straight games overall, 29 of the last 31 that they've played, and long-term, the San Antonio Spurs over the last 15 years have won at a greater rate than any team in NBA history. And not coincidentally, 15 years ago is when they drafted Tim Duncan.

SIEGEL: And, of course, they have lots of other terrific players besides Duncan. Oklahoma City has two great young players.

FATSIS: They do. Kevin Durant - 15 years younger than Tim Duncan. He's won three straight scoring titles. They've also got guard Russell Westbrook. These two guys, unlike Duncan, seem to need no rest. They played the entire second half of the last two games against the Lakers. Unlike the Spurs who really spread it out - use 10 players - the Thunder go to Durant, Westbrook and the guard James Harden to create their scoring opportunities. This is youth against skill and age. The consensus seems to be on the hot Spurs over the exciting Thunder, but we'll see.

Addiction to anti snoring sprays is a huge possibility if you use them for a long time. They could give rise to more grave consequences in the future. The sprays should be used with the proper dosage. If the sprays are purported to be airway moisteners, don?t bother buying them. They are considered to be less effective because tissue softening or moistening of airways may not solve your problem. The cause might not even be dry throat. Using these sprays for a long time could render the mucous membrane too tender. You might soon suffer heart problems such as irregular heartbeat. The nasal septum could experience some perforation. "And nothing at all from Mubarak."

He said he wants the next president's priority to hold a "real" trial for Mubarak ? reflecting how many Egyptians dismiss the current trial of the ousted leader as a sham.

Mubarak has been on trial for months over charges of corruption and complicity in the killing of nearly 900 protesters during the uprising against him. As the proceedings have dragged, many have grown skeptical that the trial organized under the military rulers would constitute a fair trial. A verdict is expected on June 2 before the name of a president is announced.

For Yasmine Abdel-Rahman, a 22-year veiled student who was voting in the southern industrial district of Helwan, a religious leader can bring justice. She was voting for the candidate of the Muslim Brotherhood, which was Mubarak's most organized opposition and has seized its place as Egypt's most powerful political movement since his ouster.

"First thing he must do is get back the rights of all the martyrs. Many mothers' hearts are broken," she said.

Ali Ragab, a 27-year old who runs a photo shop in a rundown neighborhood of Maadi, agrees. But he thinks only a president that can rival the charisma and populist ideals of Nasser can do the job.

He's voting for Hamdeen Sabahi, a veteran opposition figure under Mubarak who proclaims Nasser as his role model. Sabahi has recently risen in polls, particularly among the working class and younger generations.

"I want a leader like Nasser, who looks after the poor. I wish those days come back," said the dreamy-eyed Ragab, born 15 years after Nasser's death.

"We need a leader that has extraordinary skills, one that has a heart, a big brain, and can play politics. He must be all that," he said as he helped other voters find their polling station.

Zeinab Nabil, a 28-year old mother, lost two of her triplets because of an unexplainable shortages of incubators in public hospitals. After their premature birth in September 2010, she ran from hospital to hospital for months trying to find incubators and proper care, only to be turned away.

Now she is indebted to the banks for over $8,000 from the salary of her husband, who works in another city. The only good luck she's had is that her landlord dropped her rent by a third after the revolution because of her economic woes.

"I want the president to spare other people my troubles. I want him to fix the hospitals and provide incubators," she said. "I want him to be just. I want him to walk among us. I want him to be human."

None of the 13 candidates running in the first round is likely to win outright. So a run-off will be held between the top two on June 16-17, with the victor announced June 21.

The president's powers have not yet been defined. The military rulers, the Islamist-dominated parliament and various groups and political parties of liberals and secularists have been locked in a struggle over how to write the constitution that will define the Egypt's political system, the role of religion and the place of the military in the future.

The explosive mix of high expectations and a power struggle between political factions will set the tone for the next president's entire term, supposed to be for four years. The stormy transition since Mubarak's fall has piled on even more demands, with some wanting the ruling generals held accountable for mismanagement and violence during the past 16 months.

And the new president will face the constant threat of protests from a politically charged population.

"There is now an open court in Tahrir. No matter who is elected," said Hamdi Abdel-Zaher, a 40 year old accountant, referring to Tahrir Square, the epicenter of the anti-Mubarak uprising and months of protests since against the ruling military.

Fares Kamel, a 42-year old trader in a village on the outskirts of Cairo, said despite the destruction of the image of a pharaoh among Egyptians, many still yearn for it, seeing him as a savior.

"They want to be led," Kamel said. He thinks the president must be "a knight, who has a sword and is not afraid to use it or to die using it. We want someone with dignity, and not a filthy rich man. We don't want a thief."
